    Brief description of the programme/project/Initiative :

    Mojni is a marathi term used for measurements of the land parcels. The Office of the Deputy Superintendent of Land Records is the cutting edge office at taluka level receiving around 1.40 lakhs Mojni applications from the citizens/farmers each year. The applications are scrutinized and a physical survey of the land is conducted. Thereafter the certified copies of measurement sheets are prepared and handed over to the citizen. The citizens earlier had to make multiple visits to the Dy.SLR office for getting the dates for measurements and to get certified copies post land measurements. Citizens had to wait for an uncertain period of time for getting their lands admeasured. This was the major constraint and having understood this problem the concept of e-Mojni was thought of as a solution to address the problem statement. The concept was developed by a domain group under the leadership of the Settlement Commissioner . The web based solution designed by National Informatics Centre Pune does the auto scrutiny of applications and generates the receipt which gives the exact date and time of measurement to the applicant along with the responsible surveyor’s name and his mobile number immediately after submission of the application.

    Why was the project started :

    Increased demand for measurement of land by citizens; staffing pattern not commensurate with the workload resulted in huge backlog of the Mojni applications. This eventually resulted in serious citizen complaints and uncertain waiting time for the citizens for Mojni. There was no mechanism to assess and ensure whether ultimately the certified copies of the records were issued to the citizen. The geographical spread of the offices was making it difficult to monitor the activities of the staff. Want of a good MIS system was strongly felt so as to understand the pulse of the department and channelize the activities of the surveyors in the desired direction i.e for complaint redressal and disposal of Mojni applications in a timely manner. Performance assessment of field staff was becoming a great challenge since there was no mechanism to ascertain the field level situation.

    Objective : 1.To proactively commit to the citizens the date of Mojni on the date of application., 2. To methodically plan the resources and indicate the precise names of the surveyors to the citizens on the date of application., 3. To ensure that services are not only promised but also delivered in a timely manner, 4.To ensure transparency in the process, 5. To ensure an effective MIS and Controlling mechanism., 6. To ensure that the statutory documents like the challans, Mojni register and administrative documents like the tour programme of the Surveyors should be generated.

    10 points that make the programme/project innovative?

    1.The first project of its kind which provides a facility to receive the Mojni applications on computers in the Dy SLR offices

    2.Auto calculation of measurement fees.

    3.Auto-generation of challans for depositing the measurement fee

    4.Auto generation of receipts upon submission of the Mojni fees.

    5.Auto notification of the survey date, name of the responsible surveyor along with his mobile number all inbuilt in the computer generated receipt.

    6.Auto generation of Mojni notice in the prescribed format to the applicant and the adjacent holder

    7.Auto assessment of workload and distribution of work in case required internalized into the system leading to removal of monopolies of handling cases.

    8.Auto generation of Mojni Register, Tour programme of surveyor; measurement register and MIS reports.

    9.Four layered viz the taluka, district, divisional and State level inbuilt strong MIS to monitor the effective performance of the Surveyors and Taluka offices.

    10.Discretions with the surveyor and Dy. SLR have been removed. Therefore distorted information, manual information have been eliminated.

    List the 5 key challenges faced while implementing the programme/project/initiative :

    1.Accuracy in calculation of fees for land measurement/ plugging revenue leakages.

    1. 2.Proactive disclosure of date of survey, name of the surveyor and his mobile number which is printed by default through the system on the receipt. This is led to elimination of uncertainty. On the day of application itself the citizens knows the exact date of Mojni.

      3.Effective utilization of manpower i.e. surveyor and other employees. Improvement in terms of a strong IT infrastructure, proper connectivity and an IT literate staff was the most obvious achievement of this initiative. The staff could now focus on the core functions hence the disposal rate of the Mojni cases has increased significantly.

      4.An enhancement of skills in terms of using IT related utilities was seen. The personnel is now prepare to used eMojni software and other IT related initiatives like eMutation, eRecords and eResurvey which are in the pipeline.

      5.The project has resulted in substantial reduction in number of complaints.

    1.Government department giving services to citizen can successful implement IT programme.

    2.Human Resource Management, their effective and full utilization

    3.If oldest government department can implement IT application, then other departments can definitely implement it.

    4.It is a model which has been conceived in house and has been implemented at a very low cost to the department. No separate budgetary provision and allocation was made for this project. The project was implemented using the available resources. This project can be a role model for the Government offices as to how an IT initiative can be rolled out at Statewide at a time at a low cost.

    5.System has brought about enhanced transparency and is capable of allowing officers to a certain the number of applications received and disposed of at any given point of time. The Mojni register earlier was in the custody of Dy.SLR but the automated system every officer within the hierarchy can access the Mojni register. This has gone a long way increasing the credibility of the organization and has introduced transparency in the functioning. This system can go a long way to ensure transparency and accountability.

    1.On line web application facility, integrated with the payment gateway and GRASS system also to provide an on line status tracking utility.

    2.Regular updation of software for addition of new features in the application like SMS to citizens regarding intimation of issue of notice.

    3.Linkage of eMojni software to GRAS software of treasuries which has a facility of ePayment and eRefund.

    4.Attractive Information education and communication tools (IEC) for effective public awareness.

    5.Allowing citizen to apply for measurement through Citizen Service Centers (CSC) and Citizen Facilitation Centers (CFC)
