    Brief description of the programme/project/initiative :

    “• MHADA planned to undertake Housing Lottery Project completely online, right from filling applications to undertaking the lottery and declaring successful allotments • This was the first of its kind initiative by any Government Housing Development authority. It required ground up work from building an online application system to identify right partners in executing such a complex, far reaching, time bound, and highly confidential project. • Sify Technologies was considered as lead partner providing the Infrastructure, Connectivity, User Interface on Web, with complete scalability, resiliency and hyper security. TCS was the lead consultant and Mastek was the application vendor for this application.”

    Why was the project started?

    MHADA has taken up a path breaking initiative of conducting the allotments of Tenements through completely Online, Transparent and Fair, Fully Automated (with no chance of Manual error / lenience). This is attempted for the first time by any government organization for Housing Lottery.

    Objective:

    “Key objective of this project were: 1) 1) Ease of access to end users (House Applicants) – Contrary to the manual process of filling applications, the Online Lottery Module helped users to access and file applications, gain information, and review status, online – 24×7, at their own convenience. It helped cut all the layers of middleman, queue in front of counters, and provided them information in fair and transparent manner. 2)2) Secure and Auditable – Online logger application was built with multiple layer of security across network, systems, data as well as information process, people, and practices. Technology tools were leveraged to ensure that complete data is impassable and fully auditable for compliance purpose. 3)3) 100% available and Zero Data Loss – It was imperative that there was no chance of any downtime possible for this application, given the tight time bound window of Online Lottery. Also data has to be 100% available, with no chance of data loss, including false, rejected, unfilled applications data. 4)4) End user Analytics – MHADA wanted that each user transaction should be tracked to the extent that we are aware of system performance and end user experience from this new systems (Online Housing Lottery). Any improvements needed to make it complete smooth and fast for end users should be incorporated on the fly.The project has laid strong foundation framework; as well as, has set high benchmarks for all such initiatives to follow; across government functions.”

    10 points that make the programme/project innovative:

    1. India’s first Online Housing Lottery to be undertaken by any government organization.

    2. MHADA has taken up a path breaking initiative of conducting the allotments of Tenements through Online Housing Lottery system to ensure Transparent and Fair, Fully Automated (with no chance of Manual error / lenience), and completely comfortable process for end users / applicants.

    3. Speed of delivery – One of the fastest deployment of such a complex project involving Oracle Vault, Oracle DB, Jboss, etc. Sify Technologies received the LOI dated 13th April and in just 7 days, Sify made the whole system up and operational for launch on 27th April.

    4. Online Lottery system was expected to receive huge amount of hits / user load during the lottery period. Sify Technologies delivered unique On-demand scalability of resources to handle the peak load. This makes this project the first of its kind Government application successfully run on Hybrid Cloud environment – Private and Public Cloud.

    5. The project is also unique from the perspective that MHADA saved huge cost by adopting first time, path breaking measures, for successful execution of this project. Since the lottery was applicable for only few months, and peak load was expected only during specific periods, Sify offered a commercial package where MHADA only paid for actual usage of resources. This saved multi crore investment to MHADA, versus if MHADA would have decided to do it on completely owned systems.

    6. Best of the breed industry tools were used to measure and analyze each end user experience with the Online Lottery system.

    7. Granular details were captured and Metrics monitored- 24×7 such as Page Load Time, Application Performance, End User Experience, Network Performance, etc. to ensure best online experience to end users.

    8. Dedicated team of experts across network, OS, DB, Systems, Backup, Security and monitoring deployed 24×7 to respond quickly and effectively.

    9. Security Team at Sify effectively mitigated multiple hacking attempts and anomalous traffic, aimed to bring down / sabotage the site. DDoS attack protection layer did excellent 24×7 monitoring and mitigation.

    “1. Very short time for Delivery of such critical project – MHADA had very short time to deliver the project. Advertisements were already out, and the platform was supposed to be operation minimum 7 days in advance for testing. Sify got only 7 days to deliver the complete system – up and operational. o Sify Technologies deployed all its resource to meet stringent timelines defined by MHADA. It delivered Servers, Storage, Load Balancers, SSL Off-load, OS, DB, Jboss, installations, Network, Backup, DDoS prevention, Security, and all other components in record time of just 3 days. Systems got tested by various other partners and was successfully launched as per schedule.

    2. Infrastructure Sizing Issues – This being first Online Lottery Project, there was no baseline available to size the infrastructure well. Also it has components such as Oracle DB, Oracle Vault, JBoss, etc, which require very different treatment. o Sify Technologies offered On-demand scalability of resources and deployed Industries best of the breed tools to monitor End user performance. We scaled 10 instances of JBoss and Oracle in less then 1 hour to address peak load.

    3. Security Concern with regard to Outsource : There were various security concerns with regard to outsource of such critical / security led project. Further it was the first Government initiative planned on Private / Public Cloud, which made it further unviable option to be considered by MHADA.o Sify Technologies gave detailed specification on multi-layer security applicable on Sify Enterprise Grade Cloud platform. Further Sify gave reference of other successful projects running on similar environment.o Sify also accepted to take penalty led stringent compliance required by MHADA for this project. o After validating all the security aspects, credentials, and strong legal compliance adherence, MHADA entrusted this project on Sify Technologies to provide the complete Infrastructure, Management and successful delivery for Online Lottery Project

    4. Reaching to millions of users conveniently, smoothly, and 24×7 –o Sify Technologies leveraged technology tools as well as 24×7 monitoring teams to ensure that Online Lottery system is accessible across all network – broadband, wireless, cyber cafe’s, etc. o MHADA Online Lottery was one of the fastest accessed application on the Internet. It clocked record clicks with zero downtime, error pages or latencies.

    5. First Online Lottery Project and Multiple vendors (again working together for the first time)o The credit for successful completion of this project goes to MHADA and its leadership team. There focus on end user experience and convenience while attempting Online application filling and direction to all technology partners to achieve the same; has enabled superb coordination and support among key players. Government of US and other part of the world leverage all the latest technologies and service provider offerings to gain this advantage. This project gives success proof point of advantages of adopting such measures.

    “1. Such programs can be seamless adopted by all Central / State level government functions.

    2. This would evolve a new paradigm sift in the way Government functions consumes IT. Government functions will then focus on leveraging IT for accelerating there programs with wider reach, efficiency, people connect, rather than worrying about IT pieces, data centers, pipes, servers, nuts and bolts.

    3. Standardization of Technology platform and consumption model of IT, more focused on End outcome and objective led project initiations will help Government leverage best technology; most optimally at most feasible cost. It would help cut various OEM cartels lobbying across Government functions to push their tools and technologies.

    4. Encourage various Government functions to explore such initiatives, where they do not have technology teams, IT knowhow or wherewithal to manage the same. They would get all this delivered in most cost effective, outcome focused platform to deliver their programs.

    5. MHADA online lottery case study has helped Sify enable various other Government functions to take up similar initiatives across the country. Few examples are – Board of Apprentice Training (BOAT), Tamilnadu, Maharashtra Tourism Development Corp. (MTDC), DDA (Delhi Development Authority) project, Konkan Railway Project. In all these projects, respective Government functions have saved over 60% to 300% cost, versus other traditional approaches adopted by them until thus far.”
