    Brief description of the programme/project/initiative :

    “NMMC Municipal eGovernance Applications (MeGA) Suite turnkey project executed by M/s Mars Telecom Systems Pvt Limited is a comprehensive open-source, GIS-integrated eGovernance Application Suite. By completely using open-source technology, NMMC has assured itself of Lowest Total Cost of Ownership of the solution.

    NMMC MeGA solution includes latest technologies coupled with key innovative solution components viz., Offline Payment collections. This reads the data embedded in the Bar-code on the customer’s bill to collect & acknowledge dues, irrespective of connectivity (viz. remote locations). Features like Document Mangement System / GIS integration and a flexible Workflow engine make it possible to automate business processes and significantly enhance efficiency of operations. Using a GIS integrated Grievance module, registered citizens can select a service eg., Roads, update the details viz., “bad patch/pot-hole on road” and mark a circle on the exact location “on the GIS map” outside their house. This immediately triggers a task on the concerned official’s desk responsible for the said service with complete accurate
    details to direct concerned vendor for immediate remedial action.

    Why was the project started?

    “NMMC initiated this project with an objective of facilitating efficient, effective governance and to radically transform the Government to Citizen (G2C) plus Government to Business (G2B) processes. NMMC also wished to create a start-of-the-art Decision Support System by integrating the GIS data with various departmental applications


    “NMMC was operating with multiple island package solutions using varying and outdated technology, in some cases. About 30 remote locations were not linked with Belapur head office causing delay in decision making, as certain back-office functions like Accounting and Human resources are centralized. NMMC wanted to ensure an integrated ERP system as a base and also further explore additional service delivery modes to serve its citizens efficiently. NMMC wished to integrate with National Mission Mode Projects on e-Governance in Municipalities and to confirm the national E-Government Standards developed by the working groups on standards, Ministry of Information Technology.”

    Location scope includes entire limits of  NMMC municipality. Includes 1 Head Office + 8 Ward offices. RF Connectivity scope includes 30 locations (Mother Child Health-centers) in addition to HO / Ward offices / Fire Brigade / Hospitals and Citizen Facilitation centers.

    10 points that make the programme/project innovative:

    “1 First Total Open Source Technology based municipal application Suite. This has reduced capital cost by 25% and has resulted in annual recurring savings of 12% over the remaining lifetime for NMMC. Open source technology is proven, robust and scalable. We have used Enterprise grade Postgres as a spatial data compatible DB with JAVA spring & hibernate for development. Apache Tomcat for Appl / Web server, Jack Rabbits for DMS and Liferay for
    2 First municipal Project having GIS integration with multiple departmental applications. GIS scope includes digitization of 22 layers of data surveyed across the nine wards of NMMC and a GIS-integrated grievance service for citizens
    3 First cross-module Integrated Document Management Solution. The DMS application is integrated with respective modules and a separate workspace is available for each module. IT administrator has access to manage user rights for each module workspace.
    4 First Open-Source totally automated and flexibly configurable Building Plan Permission Software that checks 3500+ DCR rules for all plans submitted by architects reducing time taken for task by 95% and improving ac curacy mani-fold
    5 Google transliteration features across NMMC MeGA suite. This also facilitates legal compliance as Birth / death and Marriage forms / certificates by law have to be bilingual.
    6 Offline bar-code based collections functionality. This ensures collections are collected / acknowledged based on information in the bar-code. Subsequently the database is synced against the demand. This utility was developed for remote locations and also speeded up collections process – as there is no time lost in data processing at point of collection.
    7 Single sign-on with centrally managed role-based access authorizations. Role based authorizations ensure that users can see only data that they are entitled to. This reduces mistakes too and eases the job of the users
    8 Pan-module Flexible Customizable Workflow with user-defined levels of escalation. There are different levels of escalation in each module. Depending on the functionality, at times there are 4 levels of escalation. This ensures automation of tasks and each user can see his own tasks for action in their desktop, on login. Workflow is also programmed to escalate to next level in case there is absence / delay in some activity completion.
    9 Bilingual Unicode-compatible Portal with payment gateway integration for citizens. Marathi portal content extends the reach of information to non-english literate citizens too.

    List  5 achievements of the programme/project:

    “1 First totally open-source technologies based comprehensive municipal solution leading to lifecycle savings and lowest
    total cost of ownership. Savings to the tune of 25% on capital cost and about 12% annual recurring costs, over its lifetime, have materialized due to this approach.

    2 Migrating 16 years of Water / Property module data for each of the 1.2 Lac Water consumers and 2.25 lac properties, duly integrating their address data with GIS survey results has been a multi-step iterative challenge, that has been a huge effort for the entire project. Due to change in delayed payment rules, calculations and treatment in past, It was necessitated to reprocess the entire 16 years data for each property owner, due to previous systems database nconsistency and regenerate entire ledger data in the format compatible to new design.

    3 Bilingual applications built using Google Transliterate technology to address reach to non-english speaki ng citizens as well as for statutory legal compliance, where mandated.

    4 Horizontal implementation of latest technologies like single-sign-on / Authorizations with HR (personnel information system) based user lookup / flexibly definable multi-level Workflows in-built with email integration for escalation / Document Management system integration across modules and a bi-lingual portal solution with inbuilt content management options.

    5 Latest technology options include automated backups, High availability hardware and secure network shall make the application always available to all users across the NMMC landscape and provide a base for decision making, so as to enable other IT initiatives using the strong eGovernance backbone.

    List 5 key challenges faced while implementing the programme/project/initiative and how they were overcome?

    “1 The old modules in use at NMMC used proprietary software, outdated technology and poor database design in some applications. To bring the entire solution suite on unified platform – it was decided early on to rebuild the entire existing modules using the new proven open source technology stack chosen by MARS for MeGA Solution.

    2 Maintaining common reference Meta master-data for addresses of citizens across all applications, including those with existing historic transaction data has been a huge challenge.

    3 To ensure all departments agreed on design, one IT-team member associated with each department functions was
    instrumental in co-ordinating inputs at solution requirement and application UAT stage. This continuous involvement ensured that the design met the requirements of all departments at a very early stage.

    4 16 years of data existed in water billing and property tax modules. Since these were citizen centric applications, entire data was migrated to the unified database after harmonizing data in multiple iterations in extremely challenging timelines. Similar data migration was done in CESS / Accounts / Works and HR ( Personnel info. System) modules to
    ensure no data of existing systems was lost in the process of transitioning to new applications

    5 To overcome challenges of lack of connectivity in remote locations, an offline collection utility was created. This utility read the data embedded in the Bar-code on the customer’s property / Water bill to collect & acknowledge dues, irrespective of connectivity (viz. remote locations) with database server. At the end of the day / week, as per business rules necessitated, collections can be updated against demand and updated in respective ledgers.”

    List 5 points on how  the programme can serve as a model that can be replicated or adapted by others?

    “1 There are no significant system software investments required to be made in approach adopted by NMMC. Savings to the tune of 25% on capital cost and about 12% annual recurring costs, over its lifetime, have materialized due to this approach.

    2 The solution suite is entirely replicable at any ULB as all ULB processes / rules / workflows are already inbuilt. Further all configurations are parameterized and customizable.

    3 The solution is UID compatible and processes requiring mandatory UID compliance can be readily implemented around this suite viz. Compliance of mandatory UID for all CESS Dealers registered at NMMC can readily be implemented. Similarly since the entire master data’s are part of a common schema by design – NMMC Administrators can query the database across modules viz: Cess Dealers who have Domestic Water connections can be moved to the commercial tariff thereby blocking leakage of such revenue – if any.

    4 Building Plan Permission software in Town Planning department can check submitted CAD drawings by architects for complex Development Coastal regulation compliance. This solution runs automated algorithms and provides an instant detailed non-compliance report with specific details, for action by Town planning officials, saving multiple man-days of verification work. Integration with Property tax shall ensure Zero leakage of Property tax revenue, as all buildings created will automatically get updated in Property Tax database. DCR rules remain the same across Maharashtra and all customizing for NMMC has rendered a completely replicable solution for all ULB’s, who can parameterize some local rules and use the application with just a 3 week training effort.

    5 All modules are integrated with back-end Accounting and HR (PIS) applications. All transactions in feeder revenue modules end in accounting, thereby ensuring reconciliation issues do not remain. Accounting itself is NMMP compliant and also PIS module contains 6th Pay revision related rules and statutory compliance processes – which can be readily replicated across ULB’s in the entire country, without requiring any customization

    List 5 points to elaborate on the scalability of the programme/project/initiative

    1. Any new processes can be developed in addendum to current functionality easily as open-source technology has been used for development.

    2 There is no hard coding in the entire software design. Any number of users, as required by NMMC can be added and provides access for respective modules. Role based Authorizations shall ensure applications access to the extent
    needed, is provided.

    3 The solution uses common meta-data across all modules that serve as a strong integration layer and ensures all data’s across modules can be cross-referenced

    4 All users have to be valid NMMC employees at any point of time to use the application. The day they do not exist as an employee on NMMC HR database, their access and authorizations to the application automatically cease, as per current design.

    5 It is possible for each department within NMMC to be responsible for their own content on the NMMC portal in accordance with applicable laws independently (viz., RTI information). IT department has delegated page-based authorizations to one department user, thereby making departments responsible for own content updation, while retaining control over core portal technical aspects viz design, look and feel / features and performance.
