    Brief description of the programme/project/initiative :

    MAHAKIKAS (Maharashtra Vikrikar Automation System) is the e-governance project implemented for the internal administration of Sales tax in the State of Maharashtra. We have offices at 40 locations in the state. There are around 10,000 employees benefitted by the system. This system handles data of nearly six lakh fifty six thousand dealers under VAT Act, five lakh twelve thousand dealers under CST Act and 18 lakh dealers under profession tax act.

    Why was the project started?
    1) Considering the commercial Tax sector, Maharashtra Sales Tax has the largest number of taxpayers as compared to other states in India . The total taxpayers are 30-35 lakh. It was difficult to handle this huge number of dealers by manual processes and physical database. 2)There was need to give speedy and efficient service to the taxpayers and subsequently there was need to automate and digitalize the internal functions and database.


    1) To increase the speed and accuracy in the internal functions for giving better and speedy services to taxpayers 2) To keep better check on taxpayers and stop tax evasion. 3) To bring about transparency 4)To standardize the system so as to be meet the eGovernance objectives of the State and Nation.

    10 points that make the programme/project innovative:

    1. First of its kind to automate work flow and functional processes.

    2. This project was developed on BOOR (Built Own Operate and Replace) model. Hence the employee is free to concentrate on core functions.

    3. The logical procedures for the software were prepared on the inputs given by the departmental officers, on which softwares were developed by the vendors.

    4. Precise and accurate task completion with optimum speed, quality outputs and transparency in work could complete the project in scheduled time.

    5. Effective and systematic training to employees made the project acceptable by employees.

    6. The isolated MAHVIKAS system saved the database from external cyber attacs.

    7. Reliable, impersonalized and effective Management Information System (MIS) for each and ever y critical function is an exclusive advantage.

    8. The Project was developed and implemented Modulewise with provision of modification wherever required.

    9. The project was developed in a logical sequence considering the procedures and Act governing the department which eased its effective implementation.

    10. This project has saved employees time to do routine manual work. This increased their efficiency and also resulted in utilizing this time for meaningful work.

    1. First key challenge was government permission. It was resolved by appointing High Power Committee, Enhancement Committee. After approval by this committee then the proposal was sent to government.

    2. The problem of hardware infrastructure and software development was resolved by outsourcing this part on BOOR Basis.

    3. The reluctance of employees to a utomation was overcome by involving them in the process, training them and ensuring them about the benefits of automation.

    4. The offices are spread throughout the state and there was problem of connectivity. The issue was solved by adopting leased lines.

    5. The problem of technical support at all locations was resolved by appointing locationwise technical persons by vendors.

    1. The model of BOOR is adoptable. This helps department to concentrate on core functions of the department.

    2. The process flows for Registration,Return, Refund, Refund audit and Assessments can be easily replicated.

    3. Central Repository Module for e-CST application is an innovative concept in government sector resulting in speedy distribution of CST declarations to dealers and can be easily replicated by other states, departments.

    4. Data collected through e704 (e-Audit Report) is very useful for cross checking the information submitted by taxpayers. This can be replicated for data collected through various agencies like Customs, Excise, income Tax, etc.

    5. 5. The MIS (Management Information System) can be easily replicated for any organization.

    1. The system being having a modular Software can scale up to include additional modules.The Modules can be scaled up for more number of taxpayers by increasing processing capacity, storage, etc

    2. The system being based on centralized application can be easily scaled up by adding computing power to serve theincreasednumber of employees.

    3. The data available in the automation system is useful to all agencies for exchange of data to minimize revenue leakage.

    4. This system can be scaled up to achieve the objective of Paperless office and eGovernance.

    5. By adding interface utility, the system can be best suited for Goods and Service Tax (GST), proposed to be introduced in India, shortly.
