Brief Description:
This EMP is implemented for General & Bye Elections for all the Municipal Corporations & Councils from all over Maharashtra State. Challenges as a voter As voters we have some basic questions in our minds… who are contesting candidates in my ward, where is polling center, how to vote using electronic voting machines,… so on. Internet is largely popular in cities and urban areas now. Publishing information on the web media is as efficient as never before. One of the features of EMP is creating website of a local body. • External information link-ups In previous elections we witnessed campaigns appealing voters to execute their voting right. It asked general public to come forward and form a better government. The campaigns did good job but, voters were still confused about exactly whom they should really vote. However, this time Commission took a step forward and made the factual information available to people by means of this website.

Objective: Maharashtra State is one amongst the leaders when it comes to implementing new initiatives. Keeping up with this reputation and even taking it to next level, this time State Election Commission in Maharashtra is implementing Election Management Project (EMP) with the objective: “Conduct of fare, free and non-biased elections” This program intends at voter awareness and education using internet. Voters can find their names in voter list, see ward formations, find their polling stations using Google maps and also see contesting candidates in their wards. State Election Commission, Maharashtra Implemented Election Management Project (E.M.P.), so as to use state of art information technology for providing timely, accurate and up to date information to voters, political parties, contesting candidates, public, election machinery, media and all other concerned.

List 5 Key challenges faced while implementing the project/programme/initiative and how they were overcome:
1.Training of LB/ULB Staff (over 1000 user) & support all over Maharashtra – To overcome this Trainings scheduled at Divisional commissioner level & for support, staff of 46 trained people appointed.
2.Managing heavy traffic of visitors for search engine (40 visits per second) – To overcome this we have to increase number of servers by splitting database at multiple places. Also increased bandwidth of servers from MB’s to GB’s.
3. Security of database & preventing hacker attacks – To overcome this we had installed software firewalls, captcha based login forms, preventing SQL injections in coding and also use of hardware firewall
4. Managing database of 4 crore voters & its UL/ULB wise bifurcation – To overcome this we have to increase number of servers from 8 to 72 servers at the peak election time & for LB/ULB wise bifurcation of voters we have developed an online web application software which can be accessed from each LB/ULB
5. Participation of Political Parties & Candidates to publish their personal information to voters – To overcome this we had taken meetings of political parties & candidates to inform them the necessity of publishing documents as per RTI norms.
